Synopsis

INTRODUCTION
At a London pro-Palestine protest on Saturday 13th April a slightly built Jewish man wearing his yarmulke complained to police that he felt unsafe simply going about his business trying to cross the road. The policeman had a discussion with him, edits of which were shown with his phrase “you are openly Jewish” cut out soundbyte.
A poor victim of police oppression?
Far from it.
It turned out that the man was Gideon Falter the President of the right-wing pro-Israeli lawfare “antisemitism” group Campaign Against Antisemitism (CAA) and had a waiting film crew as he tried to incite the crowd.
The response by pro-Israeli organisations after the event - even in the face of the deception and manipulative behaviour - is disturbing and may hold further consequences for the protestors.
FORMATION OF THE CAA and THE INSTALLATION OF KEIR STARMER
The CAA was founded in response to unprecedented pro-Palestinian rallies in response to a 2014 Israeli atrocity in Gaza. They were later involved in Jeremy Corbyn’s downfall introducing Keir Starmer.
CAA: Founded in 2014 to suppress protest against Israel “Operation Protective Edge” indiscriminate bombing of Gaza
The CAA was formed in the UK in 2014 in the wake of wide unprecedented protest against Israel’s July bombardment of Gaza killing over 2000 civilians1. With the unexpected strong public response and escalation in street protests the purpose was to respond to and suppress that public outrage.
In 2014 the CAA’s strategy was to foment and caused alarm on charges of “antisemitism” as being the “real motive” of the humanitarian protestors during their first rally organised outside the Royal Courts of Justice in Aug 2014 - causing alarm through obfuscation and diversion and shutting down criticism of Israel in one cynical move.
Sound familiar a decade later in April 2024?
A digression but history repeats even further. This is footage from the United Nations in 2012 when there was a presentation by a global Civil Rights group (The Russell Tribunal) where they discussed the atrocity of 2008 “Operation Cast Lead” by Israel.

Criticism of CAA behaviour from UK Parliament and Jewish group
Back to the CAA.
On their formation in 2014 their initial modus operandi of inflammatory and exaggerated behaviour was actually called out by none other than the UK Parliament All-Party Parliamentary Inquiry into Antisemitism (APIA) in a regular report published the following February2.
The Feb 2015 APIA report3 singled out the CAA and criticised them as giving conflicting messages - seeking to exaggerate messaging to “cause panic and alarm” in addition to “conflating legitimate protest against Israel’s actions with antisemitism”.
Also in February 2015 the Institute for Jewish Policy Research described a CAA survey on antisemitism as "littered with flaws" and "may even be rather irresponsible”.
The Campaign Against Jeremy Corbyn
In 2016 after allegations of antisemitism in the Labour Party, then leader Jeremy Corbyn commissioned an inquiry into the allegations.
The inquiry was conducted by UK by barrister Shami Chakrabarti and Chaired by David Feldman of the Pears Institute for the study of Antisemitism. The report found no evidence of antisemitism but made recommendations for reporting incidents4.
The CAA vehemently complained at this and in response a number of prominent Jewish people wrote a letter to the Guardian supporting the report and the Labour leader and condemning “pro-Israeli CAA” amongst other groups5.
On 29 October 2019 Jeremy Corbyn was suspended from the Labour Party for “failing to retract statements that antisemitism was overstated by opponents” after stating:
“antisemitism absolutely abhorrent" and that "one anti-Semite [in the Labour Party] is one too many"
he said that "the scale of the problem was also dramatically overstated for political reasons by our opponents inside and outside the party, as well as by much of the media”
Again - sound familiar but now 4 years later in April 2024?
As an aside - as I write this …. in April 2024 with US Politicians attending protests at US campuses and complaining at “antisemitism” - whilst a mix of Jewish, Arab and other students protest for Israel to end the Palestinian genocide - I can’t help seeing the pattern here. In particular noting the 2015 UK Parliamentary All-Party Inquiry on antisemitism calling this out immediately above:
[the messages of CAA have not been in line with our] approach of seeking to avoid undue panic and alarm
it is important that the leadership [of Jewish groups] do not conflate concerns about activity legitimately protesting Israel’s actions with antisemitism, as we have seen has been the case on some occasions
Gideon Falter appeared on Channel 4 in 2020 discussing his group’s role in Jeremy Corbyn’s downfall denying antisemitism for political reasons and going on to note (somewhat arrogantly perhaps?) “we are giving Keir Starmer six months”.

Enter Keir Starmer
Ahead of Corbyn’s resignation, Keir Starmer was already making strong statements against him indicating Corbyn’s position was untenable. After Corbyn stepped down there was a leadership election in April 2020.
Starmer faced off to Rebecca Long-Bailey who transparently published a list of all donors of over £1,500 and asked Starmer to do the same.
He refused to do so and staggered the actual acceptance of donations to avoid registration. One of his largest donations from from pro-Israeli Lobbyist Sir Trevor Chinn.
Chinn is Vice President of the Jewish Leadership Council (JLC)6 and is an executive member of the British Israel Communications and Research Centre (BICOM), which takes MPs and Journalists on “study trips” to Israel (in Australia the equivalent is AIJAC sponsoring similar trips with a significant pattern of quid pro quo from MPs attending).
For 20 years between 1973 and 1993 he was Chair of the Joint Israel Appeal (now United Jewish Israel Appeal) which sends charitable funds raised in the UK back to a central pool in Israel via Israeli global fundraising organisation Keren Heysod. The funds are used to work on projects many of which are directed by the Israeli Government (this is a global model - the equivalent in Australia is the United Israel Appeal).
Chinn donated £50,000 to Starmer’s campaign which was formally accepted late and registered soon after the leadership poll closed7.
Starmer won comfortably on 4th April 2024 and succeeded Corbyn as Labour leader.

As an aside Starmer obfuscated the first UK Parliament Ceasefire vote in November 2023, and then unconscionably interfered in the February 2024 vote in the UK Parliament.

SMOKE AND MIRRORS: WHAT APPEARED TO BE HAPPENING AND TAKING ADVANTAGE
Fast forward to April 2024.
After months of pro-Palestine protest the frustration Gideon Falter must have been feeling would be palatable. The same frustration he felt when he formed the group in 2014 after the Israeli Gaza Massacre that year (now being prosecuted in the ICC) and countered protest with exaggerated claims of antisemitism to foment fear and obfuscated criticism of Israel with antisemitism.
That was called out in 2014 by the British Government and the Institute for Jewish Research so he went for what he thought must have been a more “guerilla” approach.
What was PRESENTED as happening
Falter appeared involved in an altercation with police with footage filmed by various TV film crews. The initial edits aired on TV showed this:
A well dressed well spoken slightly built Jewish man in a yarmulke being escorted to the side of a pro-Palestinian rally
The man complaining he just wanted to cross the street
Police officers remonstrating with him and calling him “openly Jewish”
BOOM. The footage went up and Falter began booking interviews. He demanded the Prime Minister take action and for the resignation of the Met Police Chief Sir Keith Rowley.
The Prime Minister went for the antisemitism bait and immediately weighed in:
Falter was issued two apologies by the Met for calling him “openly Jewish” and regret for the situation.
The Met Police Chief was summoned to a meeting with the Police Minister and the Home Secretary James Cleverly.
The mayor of London Sadiq Khan and the Met Police Chief Sir Mark Rowley met with members of the Jewish community to allay their fears stoked by Falter’s claims.
A Jewish community organisation the Community Security Trust (CST) was quick to paraphrase and put out a statement - pushing to control the narrative by demanding the Police & Government work to:
“ …. reducing the number of protests, moving them to less disruptive locations and acting firmly and consistently whenever offences are committed by people on the demonstrations…” [of which there were none]
But it was all bullshit and about to explode in Falter’s face.
Milking the Press but being a baby
Falter did rounds of TV interviews likening his experience to “a black man at a national front rally” (an analogy he insensitively made on the anniversary of the death of Stephen Lawrence) or “a woman with a short skirt next to men” to which Sky news presenter Kay Burley, clearly uncomfortable, said “that’s an interesting analogy”.
Falter’s calls of antisemitism and calls for resignations in the police force went far and wide. At this point there was no alternative narrative to Falter’s claims so he was still flushed with arrogance.
He then demanded a TV interview with march organiser Ben Jamal …. which was perhaps a bridge too far.
Jamal is the Director of the organising group the long-standing Palestine Solidarity Campaign (PSC - for England and Wales with a sister organisation in Scotland the Scottish Palestine Solidarity Campaign SPSC).
The PSC was founded in 2004 and was described in 2023 as “one of the largest pro-Palestinian organisations in Europe”. It’s patrons past and present are stunning:

At the TV interview, veteran protestor Jamal was patient but firm with Falter. They had an altercation over whether there were actually Jewish people at the marches - being the whole point of safety for Jewish people.
Jamal noted the truth - that the marches were peaceful and in fact Jewish people marched with the protestors.
Falter scoffed saying this was made up - noting he was actually photographed next to Jewish protestors at the March - the Jewish children of Holocaust survivors as part of the Jewish Bloc.
He tutted and then live on air said “no I don’t want to speak to him any more” like a spoilt child showing his true colours.

REALITY CHECK: WHAT ACTUALLY HAPPENED AND RESETTING
Then the truth came out.
What ACTUALLY happened
Then more footage of the altercation appeared - showing a different narrative. Or rather, bullshit.
Falter had in fact set the whole thing up to provoke, failed to do so but tried to make the most of it anyway. He was pictured with own film crew and three large bodyguards waiting around the corner from the rally.
He approached the rally and began deliberately walking on the road the wrong way directly towards the protestors then began darting in and out of them to try to provoke a reaction.
He was gently ushered to the side of the road by the metropolitan police officers who would not be drawn on his protestations he just wanted to cross the road and politely asked to escort him to the other side of the road where he claimed to be intending on going.
They further noted he was provoking the protestors by darting in and out of them which he denied and then the policeman noted other police officers had seen him doing this to which he scoffed.
With his provocative behaviour and wearing a yarmulke this was the context of the “openly Jewish” comment where the officers noted that it would be inciting an incident and they would not be able to protect him and threatened to arrest him.
With the added context - absolutely the right approach8.
Met Police Chief: “Fakery”
With the full context, video footage and Falter making an idiot of himself on live TV - the Home Secretary James Cleverly did meet with the Policing Minister and Met Chief Sir Mark Rowley to discuss the situation.
They agreed the officers had acted impeccably in good faith and essentially they had been taken for a ride by a serial complainer. The Government Independent Advisor on Antisemitism Lord Mann concurred that Rowley should not resign9.
Rowley gave an interview noting the deliberate provocation from an organisation with form and went on not just to exonerate the officers involved and praise their conduct but to call out “fakery” as a warning for future provocation from pro-Israeli groups seeking to foment a reaction.
When the CST demanded prior to the additional footage and real context emerging that police “acting firmly and consistently whenever offences are committed by people on the demonstrations…” this must extend to those counter-protesting and antagonising where by rights Falter should have been arrested.
It is clear from Rowley’s words that this will happen in future.
The Actual Footage: #ItWasAScam
Here is the footage of Falter at the march. The first part is bad enough with the professionalism of the officer, but the second part is the additional footage released where he denies walking into the protest but is caught out by the testimony of a plain clothed officer.

Chutzpah. Or rather, blithering idiot.
CAA LEGITIMACY, TONE DEAF PRO-ISRAELI LOBBY AND THE DISTRACTION
Who are the CAA anyway and why do they command so much attention? And how the broader “mainstream” pro-Israeli lobby responded tone deaf - and the importance of staying very vigilant to such distractions.
Falter: Jewish National Fund and Mossad
I had never heard of the CAA or Falter before. I knew Corbyn had been ousted on trumped up charges but not the individuals involved or the history of the organisation that brought him down.
But there are some more interesting notes here.
Falter is also the Vice-Chairman of the UK Jewish National Fund (JNF). The JNF is another charity similar to the United Jewish Israel Appeal that collects funds from all round the world to send back to Israel to fund projects in the country.
There are a number of controversies in the projects funded - due to their location in the illegal settlements10 or other projects that disrupt Palestinian lives11.
The bodyguards he used for his stunt at the pro-Palestine rally also have a connection with Israel.
It also turns out that his bodyguards were from a firm SQR Group run by two former Mossad Agents Avi Navama and Shai Slagter12. The firm works with the Israeli Government and provided security for a State function last year with Prime Minister Isaac Herzog and UK Israel Ambassador Tzipi Hotoveley.
WTF?
Considering Falter … it’s clear he’s a fairly unpleasant character with a clear agenda.
How on earth did he
Manage to escalate his stunt at the rally to the very highest levels of Government never mind police?
Get rid of Jeremy Corbyn?!!
What possible hold could he or his organisation have on them to achieve this leverage?
You can only conclude he didn’t act alone in either case, in particular when he seems to be a bumbling incompetent from his 2014 stunt and this one.
Pro-Israeli Groups: Doubling down on suppression and proposing IHRA for Policing
HOWEVER - the CST have doubled-down with a further statement post more meetings with the police including “mainstream” Jewish “representative” organisations taking a pro-Israel line - which is the common gripe of Jewish people worldwide - the appropriation of the position that the whole community support Israel no matter what and anything else is antisemitic”
CST included the Board of Deputies of British Jews, Jewish Leadership Council (of which Sir Trevor Chinn, Keir Starmer’s backer, is Vice President), CST themselves and Lord Mann the Government Independent Advisor on Antisemitism who had cleared Rowley earlier.
Again the CST were on PR post the meeting with the “quick to paraphrase and extrapolate - big letters social media posts” we see everywhere:
This is a problematic statement.
This one is essentially tone-deaf dangerous gaslighting and conflation that you’d expect from the CAA never mind this delegation of “mainstream” Jewish representative institutions.
What is basically says - without acknowledging the elephant in the room - the manufactured falsehood and incitement and stated police position anyone doing so again will be arrested - the following:
implies cumulative impact on London’s Jews - which is what? Noting that any counter-protest on any rally subject is inciteful, Jewish people march and are welcome and the subject is NOT Jewish people but Israel
refers to the peaceful humanitarian protests against Israel’s state policies and attacks on civilians in Gaza as “HATE MARCHES” - gaslighting and reinforcing the narrative: and offensive in itself
There two most troubling statements follow.
Implied pressuring police and Government lawyers to find any legal loophole to ban marches
discussed the Met’s lack of power TO BAN REPEAT MARCHES … and THESE CONVERSATIONS WILL CONTINUE IN FURTHER DETAIL WITH LEGAL EXPERTS
WTF? So this lobby group is going to get a bunch of lawyers together to pressure the Government/Police into finding a loophole to ban marches?
Is this assumed exceptionalism and arrogant over-reach or what??? Does any other lobby group harass the Government in such a way in particular against valid and peaceful protest?
Thanks but no thanks, wait your turn would be the appropriate response.
Assumption marchers regulated by IHRA definition of antisemitism
And then:
notes the IHRA definition “should help officers understand what happens on the marches”
The IHRA definition - which is merely a non-legally binding working definition “acknowledged” by institutions - is problematic because it conflates criticism of Israel with antisemitism.
This was noted by one of the world’s foremost human rights lawyers Geoffrey Robinson AO KC in 2016 when the UK Government under David Cameron acknowledged the definition.
Robinson wrote a 28 page legal review outlining the problems that the British Government would have working with the definition “ANTI-SEMITISM: THE IHRA DEFINITION AND ITS CONSEQUENCES FOR FREEDOM OF EXPRESSION“13 . It makes for interesting reading, quote below from a later interview:
The IHRA definition CANNOT be the working model for policing - this by definition would shut down criticism of Israel State policy - including apartheid across Palestine never mind the genocide in Gaza.
CONCLUSION - It’s all a distraction
Concluding what we know - it’s all a distraction.
Hopefully this will be the last we see of Falter - but the incident has been important in that it has:
Exposed clearly how the lie of antisemitism is weaponised in desperate circumstances
Shown that this individual tried this TWICE in the face of Israeli atrocities in 2014 and 2024 - and both times was caught out
Shows that the pro-Palestinian rallies are NOT in fact “threatening” and are peaceful rallies at which - like all rallies globally - Jewish people are welcome
Illustrates very visually the conflation of “Jewish” with “Criticism of Israel” as a cynical tactic or at best incredibly uninformed and deliberately blinkered
Hopefully this can be a reference-point for some of the other ridiculous accusations being levelled at the encampments on Global College Campuses (initially just US) and here in Australia against pro-Palestine protestors to shine a light on these false claims.
The IHRA focus of the delegation of pro-Israeli organisations in the UK in the last day is concerning. It is important this is not the policing reference point as mentioned by definition shuts down free speech.
Cool Heads when the Provocateurs Come Out
In the meantime - ignore the agitators, don’t rise to the bait.
You can see how from provoking the slightest hint of aggression it will immediately be blasted on social media and pumped up to the highest levels and seized on by pro-Israeli MPs waiting for an excuse to suppress. You can just see the US Congress Representatives visiting college campuses just waiting for the opportunity.
If I was the Government or a pro-Israel Lobby group (are they distinguishable?) I’d send in false-flag agent provocateurs to stir it up. Again - protestors should be trained in this and some sort of identification without infringing civil rights would be a good tactic.
In fact I recall a shout going out from an Israeli right-wing activist group Shirion Collective some months back to infiltrate rallies.

Whatever is thrown at the campaigners…
It’s very important to remain vigilant to provocation - such as Falter at the start of this article where swift police intervention was a welcome response.
Cool heads and not rising to the bait with reinforced messaging and training of “non-response” by marchers and to self-police this.
It’s all a planned distraction from Gaza.
EPILOGUE: 2014 Israel Gaza Bombardment - in the International Criminal Court
As noted the unprecedented 2014 protests in the wake of Israel’s indiscriminate bombardment in Gaza and the extreme public reaction was the catalyst for Falter to create the CAA and his underhanded campaign to rubbish and silence them.
What was always know has been vindicated in some way.
From 2021 after six years of deliberation so serious and tenable is this incident that is is currently being prosecuted by the International Criminal Court in The Hague as case ICC-01/1815.
Note the ICC does not issue the advisory legal opinions issued by the UN International Court of Justice (nontheless serious and credible) - this is court which issues international arrest warrants honoured by all Governments.
We can only hope these arrest warrants are issued for not just 2014 but also 2023/2024 Gaza.
And once those responsible for the atrocities are standing trial only part of the jobs is done. Never mind the broader apartheid system embedded in the Israeli State - the enablers around the world need to be rooted out also.
The pro-Israel lobbies in countries which bribe and influence politicians, influence the media narrative and foment division to support Israel at all costs at the highest levels.
Possibly for the first time in history this is now TRANSPARENT TO ALL.
They must be held to account organisationally and individually for essentially enabling a genocide.
