Normalising the unacceptable: Isaac Herzog's visit to Australia
Human rights, foreign lobbying and the price of silence
Following the December 2025 Bondi attack, Israel’s President Isaac Herzog was invited to Australia after a condolence call initiated by the Zionist Federation of Australia — before any official invitation from the Australian government, raising concerns about diplomatic protocol and foreign lobby influence.
Herzog plans to attend with the heads of the Jewish Agency and the World Zionist Organisation, institutions central to a tax-deductible fundraising system that channels Australian donations to Israel, reducing Australian tax revenue and, in some cases, funding the Israeli military and activities in illegally occupied territory.
The article documents human rights controversies associated with all three invitees and situates the visit within a broader context of tightening hate-speech laws, visa cancellations over speech, and efforts to conflate criticism of Israel or Zionism with antisemitism.
It concludes by questioning whether such a visit should proceed at all — and whether Australia’s democratic accountability, free political expression, and diplomatic integrity are being compromised by lobby-driven exceptionalism.

1. Introduction
In the wake of the Bondi massacres which killed 15 people in an antisemitic attack there were a number of condolence calls with Israel.
On one such call Jeremy Leibler the President of the Zionist Federation of Australia invited President Herzog to visit Australia. When PM Albanese finally called him on 22 December and extended an invite Herzog noted he would be pleased to accept highlighting Leibler’s earlier invitation1.
So a lobby group pre-empts a sovereign diplomatic invitation? And noting the deliberate wording of Herzog’s press release citing the lobby invitation and implying he would accept this one regardless of the official channel.
Imagine the reverse - if the citizen of another country invited the Australian Governor-General to visit? And imagine the outcry if the Australian Prime Minister had noted that it was not a good time for a visit to Herzog on the phone.
A clear protocol breach and this does not help Australia’s social cohesion when it is clear one minority group is even going directly above the PMs head in public.
This article examines who has been invited to Australia, their particular roles and backgrounds and why many Australians are asking if this visit should proceed at all.
And if it does go ahead, will the Israeli delegation say thank you to the Australian taxpayer? Read on to find out why.
2. Who’s been invited?
The President of Israel Isaac Herzog was invited - and in turn is intending to bring the heads of two of the other three “Great Institutions” of Israel:
World Zionist Organisation - Chair Yaakov Hagoel
The Jewish Agency - Chair Doron Almog
These institutions essentially receive foreign donations from countries like Australia and distribute funds “to support Israel” and Jewish people emigrating there.
The stated intention of the visit is to show solidarity with the Jewish community of Australia and of course this would be a public part of the schedule.
However, politically, it goes beyond condolences. Herzog represents Israeli Prime Minister Netanyahu, who can’t attend due to accusations of war crimes by the International Criminal Court and the Australian Labour Government, at least as a signatory of the Rome Statute, stating they’ll honour the arrest warrants.
Given Israel’s actions in the Gaza Strip, a visit by any Israeli official, let alone the President and heads of the great institutions, is highly inappropriate.
The timing coincides with the start of a Royal Commission into antisemitism, new Federal hate speech laws open to interpretation and soon to be enacted NSW State laws on hate speech. All of which if steered in the right direction will shut down criticism of Israel as being “antisemitic”.
What’s at stake here is normalising the relationship with Israel and manufacturing consent to interpret criticism of Israel as hate speech.

3. The Great Institutional funnel
Israel’s great institutions are responsible for funnelling money from all round the world into “projects in Israel’s national interest”.
This is important as the arrangement has been made specially for Israel, it impacts the Australian taxpayer and part of the funds are being used for projects and uses that appear unethical.

3.1 Funding flow to Israel and back
It is almost exactly the same model in every country with a local organisation responsible for gathering funds in the country (UIA in Australia as below) and sending back to Israel with a small redistribution back to the local Zionist group (ZFA in Australia).

a local fundraising body takes donations from individuals and companies - the United Israel Appeal (UIA) in Aus - who Mark Leibler is a Director of (also President of AIJAC and father of Jeremy Leibler) - $50.9M in FY242
from various fundraising events throughout the year - there are a number of Gala dinners planned for when Herzog is here, likely to be fundraisers. One of his companions, Doron Almog, was in Australia March 2024 on a fundraiser - despite his background (see later).

3.2 Tax-free status
In Australia an investigation by Michael West Media underscored the fact that the donations are tax-free - and reduce the tax liability of the individual donating. Which means effectively Australia is getting less tax paid into the national kitty with donations going overseas to Israel4.
The Australian taxpayer is effectively subsidising these donations.
And we are not talking small funds here - $400M since 2013 when public tax records were available.
3.3 Use of funds
The second more disturbing element Michael West reviewed was the fact that these funds directed to "Israel’s National Priorities” can be directed to fund projects associated with the IDF directly or Israelis in the illegally occupied West Bank.
When MWM queried the Australian Charities Commissioner they noted nothing could be done unless the illegal status of these settlements in international law (to which Australia is a party of) is enshrined in domestic Australian law - which the ACNC follows5.
Surely that can’t be right?!!!
3.4 The special tax status of Israel
It turns out this is a special arrangement for UIA in view of its “valuable humanitarian work” listing it as an international aid recipient. This statement and arrangement was made in 1998 under Liberal Treasurer Peter Costello6.
And it turns out Costello was on an early incarnation of the AIJAC paid trip to Israel as a student leader7 in the late 1970s8.
Returning to the trip, let’s examine the three attendees in turn.
4. Isaac Herzog - President of Israel
Herzog has been President of Israel since 2021 - prior to that Chairman of the Jewish Agency (bit of a revolving door these roles it seems).
In September 2025 the UN itself concluded from its own independent investigative mechanisms that Israel had committed acts consistent with the crime of genocide in Gaza9. In the documentation Herzog’s own words are quoted as evidence of intent.
It is these same words that the International Court of Justice considered in the ongoing case for genocide against Israel. In January 2024 they noted there was a plausible case for genocide - and the highest barrier in proceeding with a genocide case is that of proving intent10.
It is clear Herzog as an Israeli leader is complicit in the atmosphere of intent as the rest of them.
The only reason that he is not being charged with crimes against humanity by the International Criminal Court is that he is not in the chain-of-command unlike Netanyahu and Yoav Gallant11.
Never mind his further indication of intent symbolically signing a missile bound for Gaza. That is not an impartial technocrat. Haaretz noted the following week back in January 2024 “an artillery shell signed by Israel’s President could have hit a child in Gaza”12.
Nevertheless - it is entirely inappropriate for Herzog to be invited to Australia - as Netanyahu’s proxy. But clearly more than that.
Here are some further referenced highlights from Herzog’s political career to give a measure of the man (credit to Tav Sin13).
2015 Prime Minister election campaign: In 2015 Herzog ran unsuccessfully for Prime Minister and produced a campaign video which included soundbites from his former colleagues at IDF Military Intelligence (Herzog is a veteran of the infamous Unit 8200 spy agency). In the video Herzog used an image of an Arab man in the cross-hairs of a rifle14.
April 2016: Herzog advocated in 2016 as leader of “centre-left” Zionist-Union Party that his political party “must not give the impression” that they are “Arab-lovers”15. As a comment - his rhetoric across a period of time in this party seems anything but “left” or progressive.
June 2018: Herzog was then Chair of the Jewish Agency (the current position of Doron Almog another of his travelling companions) and he described inter-faith and inter-racial marriages as “a plague” for which there must be a “solution”16
November 2021: Herzog was the first Israeli president in history to visit the site of the Hebron Massacre, and did so in 2021 to light Hanukkah candles with far-right fascist/Kahanist settler activists, who included Ben-Gvir himself17.
January 2026: Herzog hosted Kahanist/ethnofascist tiktok influencer and violent thug Roi Star at his residence in with US Ambassador Mike Huckabee January 2026. Star had been accused of attacking the homes of human rights activists in the West Bank18.
May 2025: Herzog described illegal settlements in the West Bank as “a cornerstone of Zionism and Judaism and part of Israel’s defensive shield”1920. To quote his words from the Times of Israel article:
President Isaac Herzog praises “settlement” as a “cornerstone of Zionism and Judaism,” and describes them as “Israel’s defensive shield” in a video message to a conference about Israeli settlements in the West Bank settlement of Ofra.
“Every time anew in my visits around the country, especially in Judea and Samaria [the West Bank]… my understanding of just how much settlement is a positive, wonderful, and thriving project, and how much settlement is Israel’s defensive shield in the full meaning of the word, is strengthened,” says Herzog in his prerecorded message.
⚠️ This is particularly important as he is conflating the political ideology of zionism of which settlement is an objective by the manifesto with Judaism overall. And this is exactly what the pro-Israel lobby in Australia will be intertwining - Zionism and Judaism. And hence illegal settlement. It is also interesting the Herzog sees illegal settlement as part of Israel’s strategic defence. This should be roundly condemned.
So not only is Herzog implicated in the Gaza genocide - he is clearly harbouring extreme right wing sentiment dressed up as presenting him as “centrist” and the neutral President protecting the constitution.
Herzog is far from neutral as the above shows.
5. Doron Almog - Chair of the Jewish Agency
The Jewish Agency for Israel is the largest Not-For-Profit fundraising body in the world.
It is described as the Operational arm of the World Zionist Organisation (see below).
The Chairman of The Executive is General Doron Almog who has been implicated in war crimes for his historic conduct in Gaza.
In March 2024 Almog was in Australia on a fund-raiser for Israel with complaints made to The Australian Government by the Australian Centre for International Justice regarding providing him a visa21.
In 2005 in the UK an arrest warrant was issued for him, but he was tipped off and avoided arrest by staying on the plane back to Israel.

More recently Almog has avoided going to South Africa fearing an arrest warrant would be issued for him there22.
There is already an existing case for Almog not to be admitted into Australia for historic alleged war crimes in Gaza. This is not new - it’s a current case that must be examined.
The inclusion of Almog on the trip with historic alleged brutality only goes to highlight Israel’s abysmal track record of human rights abuses of Palestinians prior to October 7th.
It’s also noteworthy that he’s rewarded with an executive position in a state institution.
6. Yaakov Hagoel - Chair of the World Zionist Organisation
The Worldwide Zionist Organisation(WZO): (Founded 1897) is the central body for Zionism for which Australian branch is a member.
It is worth quoting the WZOs stated mission to show the intent of the world and local organisations here23:
Zionism aims at establishing for the Jewish people a legally assured home in Eretz Yisrael. To achieve this purpose, the following means shall be employed:
Promoting the settlement of Jewish farmers, artisans, and tradesmen in Palestine
Organizing and uniting the whole of Jewry through effective local and international means in accordance with the laws of each country
Strengthening of the Jewish national sentiment and national consciousness through Israel education with shlichim (Global chapters of the WZO)
Preparatory steps toward obtaining the consent of governments, where necessary, in order to achieve the goals of Zionism
The statement here is promoting the expansion of illegal settlements and ensuring that Israel is given the political expediency to do this by supportive Governments throughout the world.
Or breaking international law and exerting foreign influence on Governments around the globe if you prefer. As stated Zionist policy.
Hagoel is not without controversy himself.
He is on the right-wing of the Likud Party (serving as Global Chair) and a lifelong member of the right-wing Betar Movement moving up the chain from volunteer to Chairman over many years.
Betar was itself listed by the ADL on its extremist group database in February 2025 for its Islamophobic beliefs and confrontations of progressive Jewish groups24. In NYC in January 2026 Betar was shut down for its militant activities25.
In his current role he sanctioned a controversial incident in 2022 where 150 progressive Jewish feminists were attacked at the Western Wall by ultra-orthodox women’s event organised by the World Zionist Organisation26.
7. Zionist gambit
It is worth noting Hagoel’s inclusion in the trip - will support the push to conflate Zionism with Judaism. Zionism is a political ideology - upheld by the Australian Federal Court in July 2025 to clearly delineate27.
Representing WZO in the “official” delegation also risks presenting Zionism of representative of all Jews which is not - also noted in the Federal Court ruling and expressed by many moderate Jewish groups in Australia.
As the Royal Commission on Antisemitism and Social Cohesion goes ahead, and hate laws in Australia are interpreted - the main objectives of the pro-Israel lobby are to:
shut down criticism of Israel
conflate anti-Israel and anti-Zionist criticism with antisemitism
Hagoel and co. will be making the connection time and time again - watch the language should the trip go ahead.
8. Conclusion
This is not just a condolences visit. It’s a political and institutional intervention.
It speaks volumes about the power of the pro-Israel lobby in Australia that this trip is proceeding after an earlier, lobby-driven campaign — amplified by the Murdoch press — to force a Royal Commission into the Bondi attack.
While the taxpayer-supported donation framework to Israel is not illegal under Australian law, the controversy lies in the special “humanitarian” designation granted exclusively to Israel, the ethical use of those funds, and the public’s democratic right to scrutinise and challenge the arrangement. In light of current events, it is reasonable to ask whether this policy should be revisited by the Treasurer.
More fundamentally, Australia must confront the implications of admitting senior representatives of a state whose leadership has been cited in international legal proceedings for acts consistent with genocide, and whose institutions have long been implicated in serious human rights abuses — both historically and in Gaza since October 7.
This sits uneasily alongside the recent cancellation of visas for individuals over speech deemed socially harmful28. If words are considered grounds for exclusion in the name of social cohesion, what does it say to admit official representatives of a state accused of mass civilian harm? Particularly when, according to multiple reports, hundreds of Palestinians have been killed in Israeli attacks since the declared ceasefire29.
As the Secretary-General said on 24th October 2023, the events of October 7th “did not happen in a vacuum”30. Nor does this visit.
The brutal occupation of the West Bank persists despite a legally binding International Court of Justice advisory ruling declaring it illegal and demanding Israel’s withdrawal31. This ruling was later supported by a General Assembly motion with a resounding majority. Furthermore, settler violence is escalating and illegal settlements are proliferating all under Israel’s brutal supremacist apartheid system masquerading as democracy.
Relations with Israel cannot be normalised under these conditions - and certainly not at the prompting of an Australian based pro-Israel lobby group functioning in effect as a foreign influence operation.
Australia must now decide whether diplomatic protocol, taxpayer integrity, and free political speech still matter — or whether lobby-driven exceptionalism now overrides them.
