Introduction
https://thegazatribunal.uk/about
On 4 June, Jeremy Corbyn MP introduced a bill into the UK House of Commons calling on the government to establish an independent inquiry into UK involvement in Israeli military operations in Gaza, including the supply of weapons, surveillance aircraft and use of Royal Air Force bases.
At the second reading on 4 July, the government rejected this bill and refused to establish such an inquiry. The public deserves to know the full scale of their government’s complicity in genocide. That is why we are holding The Gaza Tribunal. We will uncover the truth - and we will bring about justice for the Palestinian people.
Jeremy Corbyn: “Just like Iraq, the government is doing everything it can to protect itself from scrutiny. Just like Iraq, it will not succeed in its attempts to suffocate the truth. We will uncover the full scale of British complicity in genocide – and we will bring about justice for the people of Palestine.”
The Tribunal will hear from expert witnesses including Palestinians on the ground in Gaza, journalists who have covered the conflict, health and aid workers who have worked in Palestine as well as legal experts and UN officials who have intimate knowledge of the situation.
Agenda
Part 1: What has happened in Gaza?
We will invite survivors and witnesses to outline the scale of human suffering, devastation and destruction in Gaza;
Part 2: What are Britain's legal responsibilities?
We will invite legal experts to outline the duties and obligations as laid out in domestic and international law;
Part 3: What has Britain's role been in the genocide?
We establish Britain’s involvement in Israeli military operations in Gaza, including (but not limited to) the supply of weapons, surveillance aircraft and use of Royal Air Force bases.
Part 4: Has Britain lived up to its legal obligations?
In this concluding section, we will analyse the evidence presented to conclude whether Britain has fulfilled its legal obligations as laid out in domestic and international law.

• Core Objective
• Provide rapid-response humanitarian aid across Gaza, prioritizing essentials such as food, water, shelter, medical supplies, diapers, formula, and medications.
• Approach & Ethos
• Emphasizes agility, flexibility, and grassroots coordination via local contacts and WhatsApp groups, distinct from large NGOs’ bureaucratic frameworks.
• Core Principle
• Their approach aims to promote dignity and agency, asking families directly how they can help instead of assigning them impersonal categorization.

• Operational Scaling Hampered
• After fundraising issues, efforts like running community kitchens in northern Gaza and procuring tents temporarily stalled, despite urgent need.
⸻
〽 Advocacy Perspective & Statements
• Strategic Flexibility vs. Bureaucracy
• Criticized international aid organizations for being rigid and process-heavy. Her team instead uses agile, low-overhead methods: “We create our own invoices… we don’t stall the process.”
• Political Framing
• Warned that aid in Gaza is manipulated and controlled, and asserted that the UK is complicit in genocide, stating: “This collaboration didn’t start on 7 October (2023) or 1948—it began with the occupation of Palestine.”

Not a permanent Gaza resident; her mandate compiles field inputs from Gaza, UN agencies, NGOs, medical teams and witnesses. Her reports synthesize on-the-ground information about destruction, civilian deaths, displacement, and breakdown of essential services.
Advocacy & Public Statements
Characterised the unfolding situation in Gaza in strong terms in UN reporting — e.g., uses terms such as “economy of genocide” and frames certain policies/actions as amounting to crimes under international law. Her reporting has urged arms embargoes and sanctions where appropriate.
Has publicly called on states to act (e.g., cease arms exports, restore humanitarian systems). Such statements are amplified via UN press releases and public briefings.
Other sections relevant to ToR (legal framing)
Interprets state obligations (third-party states) under human rights treaties and customary international law — including obligations to refrain from aiding wrongful acts, to prevent genocide, and to adopt measures (sanctions/embargoes) when a risk of serious violations exists.

Unrelated per se - but shows from Albanese’s experiences that pro-Israel exceptionalism is global and she’s not afraid to call it out.
This is here in Australia in November 2023 addressing the National Press Club in Canberra. She had just attended talk show Q&A the night before with pro-Israel lobbyists and the head of the local Australian Palestine Advocacy Network (APAN) Nasser Mashni. Mashni had been set up by the panel and the interviewer to pressure him on minor criminal charges from 35 years previous - trying to overshadow the issue of Gaza. Albanese was incredulous on the show and said little in disgust. The next day she spoke her mind:

Video: 3:37:52

Produces legal studies addressing third-state responsibilities and duties under the Genocide Convention and human rights law.
Profile of Principal Organisation
University College London (UCL) — Faculty of Laws (or other UK/EU academic affiliations depending on current post): academic research, legal analysis and public lectures. (UCL publishes his academic profile and legal analyses.)
On-the-Ground Observations
Not an in-theatre field investigator. His contributions are legal-analytic: interpreting evidence and applying legal standards (e.g., whether acts/omissions meet elements of genocide, crimes against humanity, or unlawful use of force).
Advocacy & Public Statements
Authored legal studies arguing that third states have legal duties to act when another state may be committing genocide or serious IHL/IHRL breaches — including obligations to prevent and not to assist. His public talks and media appearances highlight possible legal complicity of Western states, urging recognition of responsibilities (e.g., preventing starvation as a method of warfare).
Other sections relevant to ToR (legal framing)
Focus areas directly relevant to Part 2:
Third-State Responsibility: when and how a state must act if another state is committing genocide/serious IHL violations.
Duty to Prevent: obligations under the Genocide Convention and other treaties (assessments of “knowledge” and feasible measures).
Exports & Assistance: legal tests for when arms, component supplies or intelligence assistance render a third state complicit.

Video: 4:02:31
Professional Background & Humanitarian Role
Professor and expert on water law/policy; appointed by the UN Human Rights Council as Special Rapporteur on the human rights to safe drinking water and sanitation. Monitors compliance with human rights standards regarding water access.
Profile of Principal Organisation
UN Special Procedures (Human Rights Council) — the SR on water & sanitation reports to the Human Rights Council and advocates for states to ensure access to water/sanitation as human rights obligations.
On-the-Ground Observations
Has repeatedly warned that Gaza’s water and sanitation systems have been deliberately degraded, and that blocking fuel, parts, or safe access is tantamount to using water as a weapon. His analyses highlight catastrophic public-health consequences (disease, dehydration) when water/sanitation are cut.
Advocacy & Public Statements
Publicly stated that denial of water and sanitation access to Gazans risks mass deaths and may amount to collective punishment or a method of war. Called for immediate restoration of water systems, fuel and spare parts, and for states to prevent complicit transfers.
Other sections relevant to ToR
Legal framing: denial of access to water/sanitation engages obligations under international humanitarian law (protection of civilians) and human rights law; third states supplying equipment/fuel while aware of likely diversion or misuse may bear responsibility. His expertise pinpoints how UK policy on fuel/parts/exports could contravene obligations to prevent harm.

✍️ NOTES Matt Kennard
NOTES:
thinks it’s gone from “complicity” to “participation”
Huge airbase on Cyprus - legacy of UK occupation.
RAF AKROTIRI? and “the Keller?”
129 US Airmen on AKROTIRI
DE KELIER - joint intelligence with Americans; US pays HALF the uptake
And another highest point in Cyprus - we don’t know what the intelligence sights doing
If legal process of discovery - we prob find out these sites as integral as whole operation
From yesterday - also heard CYPRIOT military facilities also used by RAF
It is possible Israeli airforce using RAF base itself for F35 program… article in Daily Express 2024 said UK had deal with Israelis for aftercare and maintenance (sourced senior officials MOD) - said it was rescinded. But we don’t know
Military transport flight to Israel Nov 2023:
Huge military transport vehicles (A400, C17s)
Tracked these going DAILY to Gaza
Kenny McAskill Alba MP asked Government to confirm how many flights flew
Saw US military ALSO flew from RAF AKROTIRI to Gaza.
Haar
Oct 27th 2023 - reported SAS went to Cyprus
Then UK noticed sent out D notice 28 Oct 2023 - so no more information on what UK Special Forces doing in Israel and potentially Gaza…
Knowing what I know on SAS - definitely had advisory role I’d imagine and possibly on the ground
Blanket censorship order for not just special forces but all MOD Ops to support Israel
Then noticed SPY FLIGHTS going from Israel - almost daily. They always turn off transponder over sea so can’t see what happened in Gaza.
Changed in July 2024 … as UK Government contracted this out - and new pilot forgot to turn off transponder for first time - can see where going.
This should be evidence in war crimes trial …. it’s all around Khan Younis where fighting was…. Israeli Govt don’t know where but now in Khan Younis.
This is against what UK Government says - “we’re helping hostage finding” - this proves it is NOT.
We know they hand information to ISRAELI MILITARY IN REAL-TIME… preposterous that it’s for hostage rescue… once in military hand they can use what they want
See Britain flew almost half reconosance flights… looks l.ike PARTICIPATION TO ME - not “complicity”.
UK Spy team deployed early in Genocide to Israel itself. Anonymous Israeli official says UK give us “value-add” we can’t get ourselves… these IN ISRAEL —- poss MI6, GCHQ?… nothing written in MSM - this New York Times.
US Special Forces/CIA CN235 going JUST THIS WEEK from Akroutiri
These going regularly —- land Israel and fly back an hour later
On Weapons side:
Labour Government realised early on being told complicity … announced license suspensions Sep 2024… we found this was a LIE —- FRAUD —- as Sep 2024… they sent 8000 munitions…. (only found out Israeli customs info)
Second they carved out F35 parts from their ban
ISRAELI AIRFORCE PLANES - REFUELING - LAND IN UK on way to US and back again (not listed) - we don’t know WHY landing… but if supporting fighters killing Palestinians then complicit
Especially if Defence Minister Israel wanted ICC… complicity against GENOCIDE you are in fact AIDING GENOCIDE
3.7 Forz Khan – Lawyer for the Henderson Family
Professional Background & Humanitarian Role
Veteran barrister (called in 1988, Middle Temple), specializing in family, public law, crime, licensing, immigration. Holds full rights of audience. (turn0search13)
Profile of Principal Organisation
Works independently, representing the Henderson family—not affiliated with a firm in this context.
On-the-Ground Observations in Gaza
Not applicable; role is legal representation of UK aid-worker family.
Advocacy & Public Statements
Represented the family of James Henderson (British aid worker killed in Gaza) in calls for transparency from UK government regarding:
Whether UK-supplied weapons or parts were used in the strike.
Release of RAF surveillance footage from the day of the attack.
Appeal to the new Labour government to end Britain’s military relationship with Israel. (turn0search9)

✍️ NOTES Forz Khan
Prevention and punishment of genocide: he says UK Government has failed in any way to punish Israel or any IDF soldier taking part and returning to UK
Report sent to Metropolitan Police with names IDF soldiers - nothing happened
UK Government could have brought proceedings … like South Africa has under the treaty - they have NOT
UK charity worker James Henderson killed in Gaza… likely the UK flights recorded footage of the murder. We asked for the footage - they refused. All provided to Israel - with no restrictions on what can be used for..
it is highly likely the information used to track these civilian targets were provided by this RAF spy flight
Says highly likely PM of country, JOHN HEALEY Defence Secretary and others providing support likely to be guilty of GENOCIDE
It has not only not fulfilled its obligations … it has also breached INTERNATIONAL and UK CRIMINAL LAW and it’s legal obligations … AS WELL AS ASSISTED GENOCIDE
Unfair treatment of killed UK Aid workers in Gaza v hostage families:
He thinks British Government almost shown hostility to families - he asked for an audience with PM/Defence Minister, said no, then finally yes… but legal reps not allowed.
Contrast with hostage families coming to Number 10… who were invited AND had their legal counsel with them… TOTAL CONTRAST
GENOCIDE highly politicised; the Attorney-General must give consent to proceed. It’s highly unlikely he would give this - be stopped by the Government. Highly unlikely those who are guilty - especially Starmer, Healey - see inside of a dock. If they were… each likely to face sentence 30 years.
POLITICAL vs. LEGAL CONSIDERATIONS prevents a case here
CROWN PROSECUTION SERVICE in the UK whether crime shoplifting or murder do a two-prong test:
1. is there evidence crime committed?
2. Is it in public interest a person is charged?
He sees for war criminals/genocide these tests BOTH met-
e.g. WW2 — Nuremberg - those involved death camps prosecuted and executed…
Why if underlying two conditions met is there not prosecution done?
Why? POLITICAL POWER
In fact NUREMBERG novel and set the standard for this going forward
FOI Request? To get Court Order to force RAF to release info?
No — Coroner’s Inquest taking place - take 18 months to 3 years now… and then hopefully get the information from RAF

Profile of Principal Organisation
Previously worked for UK government (exact department unspecified).

✍️ NOTES Mark Smith
requested voice only
lead official UK arms licensing report - if Government legally compliant when exporting arms - Israel/Palestine Arms Export Team
he said - he was asked to change paragraphs, remove sections etc. - so it “sounds less bad”, told to delay report until there was something good to say … e.g. put investigation will be happening front and centre of the report until we could find something positive to put in it
counter to what we are trained to do as civil servants - and never seen in my career
culture in department very strange to what seen in civil service
transferred out couldn’t do it any more
was in Dublin - asked I/P Team for statement, they did - and he said : clarify - I know from working there this is untrue. They went ballistic at him.
he went to whistleblower area of department
I wrote to Defence Secretary - heard nothing
Lots of ensuring that NOTHING is put in writing it’s a verbal conversation—
Q&A
THIS IS ALL I am ALLOWED to say as civil servant
This is probably about 5% of what I COULD say
I could try to answer…
They will contact Mark separately to consider what he needs (so can work offline) obviously has lawyer with him
3.9 Fran Heathcote – General Secretary, PCS Union
Professional Background & Humanitarian Role
General Secretary of Public and Commercial Services (PCS) Union, UK’s biggest civil service union, representing government workers.
Profile of Principal Organisation
PCS Union: Represents civil servants across UK departments; influential in whistleblowing, government accountability, and employment rights.
Advocacy & Public Statements
Likely platform to raise concerns regarding civil servants’ complicity, ethics of working on export licensing or surveillance contracts. (Not publicly detailed yet.)
References
UK Public and Commercial Services Union:
✍️ NOTES Fran Heathcote:
PCS have civil servants - who have obligations under civil service code and contract employment
Sometimes asked to do things not in their contract or code - union helps
Often conflict Government Policy so PCS campaigns against Government Policy
e.g. PCS rep Home Office - Asylum & Immigration - we see oppressive & inhumane so campaign against it. We campaigned against Government doing pushback on boats in Channel would dangerous, or to repatriate people to Rwanda -… stopped these. Agisnt Govt brutal policy and for our members work in hostile environment
Gaza PCS raised concerns across Govt Departments - situation Gaza and conditions for our members
We don’t believe interest members where being asked to potentially act in breach of law and obligations on civil service code… want members rights & freedoms protected
Stand with Gaza people - put in horrible situation
We saw 3 unacceptable areas we raised - UK Foreign Secretary meeting Israeli counterpart for trade, Israel killings on Gazans and MADELYINE UK Ship went to Gaza with aid - was boarded by IDF in breach of international law.
Highlighted 16th May letter to Foreign Secretary … response bad
UK Government response awful:
Offer HR & Counseling
Say resign if not comfortable; reprehensible… civil service code says that Government must comply with international law Government ignores this
PCS says members being asked to interact with Government committing genocide - ignoring legal obligations, ignoring their concerns, ignoring civil service code —
Q&A
Civil Service Code says
must work for Government policies of the day
but within constraints domestic & international law
Members had asked PCS if what they were doing is legal
PCS can’t get legal advice … FOI
Issue is that we can only get and raise legal issues from INDIVIDUALS not COLLECTIVELY —- which is what members don’t want to do

UK has not taken action to address genocide - the ICC case by South Africa. Those of Hague group have. The US has excuse - they haven’t signed.
UNRWA funding - Labour restored it after Conservatives cut it - but it remains lower than before
Meanwhile yesterday Trump added MORE Human Rights Orgs in Palestine to sanction list. UK Government should be condemning this.
UK has said they will recognise Palestine …. symbolic and CONDITIONAL - as it doesn’t do anything to help.
Undermines international law by casting right to self determination and occupation as negotiable - THEY ARE NOT
Rights of Palestinians in UK
through hostile foreign policy entrenched structured racism against Palestinians UK. On parroting IDF propaganda, Starmer endorsing siege on entire Gaza.
campaigned visa scheme based on Ukrainian model - here until safe until comes home
it’s been REFUSED - and just this week cancelled ALL routes that existed at all for family reunion
Proscribing Palestine Action - people face prison for protesting the illegality of Israel’s actions
Role of the Israeli Lobby?
Has UK Government been tolerating this?
As a Palestinian lobby we have found we have basically been shut out - sent 5 letters UK Foreign Secretary since October 2024 on atrocities - we’ve been met with ZERO
there’s very little touch between representatives of Palestinians and leadership of this country
It is NOT the same for the Israeli Lobby

conducts research; prepares reports, studies and interventions on breaches of international human rights and humanitarian law in the OPT;
undertakes advocacy before local, regional and international bodies
cooperates with Palestinian civil society organisations and governmental institutions in order to ensure that international human rights standards are reflected in Palestinian law and policies - comment: this is important; I would like to see the intersection between human rights law and law under a Muslim country, in particular post the current crisis under the new PA whenever formed and however constituted

Use architecture as GENOCIDE BY OTHER MEANS
Design plans of reconstruction on MASS GRAVES of Palestinians in Gaza
Ignore Ganzans completely
Plan past few years; everything in Red is DESTROYED. In Gaza destroyed means “where no surface features exist” not just destroyed in other terms
Palestinian in sand dunes of ALMA WASI
older aerial image of Gaza - of different soil types:
Palestinians pushed into sand dunes to south
the movement of people to dunes is from IDF data not our own
these acts of “ungrounding” similar to Nakba 1948 are way to redesign by DESTRUCTION
Some rubble being recycled …. and these are marked as MASS GRAVES:
Some sent to Israel for building materials
simultaneously a destruction all Palestinian life and infrastructure - reshaping military bases
rubble piled up for bases local for Israeli teams to use holding pens for interrogation
Gaza being used for creation of CONCENTRATION CAMPS - “waiting zones” on southern edge Gaza - incarcerate awaiting explosion
4 Mar 2025 presented masterplan by EGYPT
note one endorsement UK and other EU countries
This GENOCIDE continuation by other means
Plan builds “BUFFER ZONE” into it’s logic
The two main corridors built into reconstruction
These are RAID ROUTES used throughout history to raid Palestinians by Israel
These widened into corridors and built into master plan
Reconstruction by other people than Palestinians effectively trace path of destruction and continue its logic - SETTLER COLONIAL LOGIC of redesign other peoples habitate
Refugess camp JENIN empty now 40,000 people as Gaza Doctrine applied to West Bank
Masterplan by same people doing GHF with participation of TONY BLAIR
Are GAZAN PLANS - “The Phoenix Plan” - thinking in the right way
Thinks UK endorsing any plan not made by Palestinians is GENOCIDAL
3.12 Richard Falk – Professor of International Law & Practice
Professional Background & Humanitarian Role
Emeritus Professor of International Law at Princeton; ex-UN Special Rapporteur on Occupied Palestine; (Albanese’s role?) scholar of international law, human rights, and state violence.
ADD in RToP == Sleekit: Pearls and Irritations I mentioned him
Profile of Principal Organisation
Independent scholar; linked to institutions like Princeton and international bodies.
Advocacy & Public Statements
Argued that Israeli policies in Gaza and the Occupied Territories constitute apartheid, colonial expansion, and possibly genocide—urges international legal responsibility including by third parties (e.g., UK). (His extensive writings support this.)
✍️ NOTES Richard Falk
Notes speaks on the GAZA PEOPLE’S TRIBUNAL that I Chair with last sitting Istanbul
This UK one is FIRST TIME puts COMPLICITY on a whole democratic system
Without COMPLICITY Israel could not do what it is doing…
Obviously my own Government the US
Beyond COMPLICITY the US is an AGENT of the destructive policies in Gaza to this day
We can’t leave this too long
Governments who claim to stand for the UN and its procedures… yet go out of their way to avoid obligations
International Law hasn’t failed … the POLITICAL WILL to act against what the eyes and ears of the world have been seeing for two years
(INTERNATIONAL LAW was never designed to ENFORCE — designed to IDENTIFY and ADVISE)
ADD IN EXAMPLES of getting round blocks -
ICC and TIKES
By treating Israel as a NORMAL STATE is a type of DIPLOMATIC COMPLICITY considering its actions and failure to comply with decisions of international courts AND over the years
DENIAL is most demonstrated by the US actually withdrawing the right of the Palestinians to attend the UN General Assembly —- resorting to LAWFARE
This Diplomatic Support that continues —- not only materially — but by not criticising Israel for what it is doing - awful
All anti-colonial wars determined not on battlefield …. but by diplomatic dynamics of legitimacy and illegitimacy
As long as Israel is sovereign member of the UN without suspension of non-compliance of its obligations.. no effective means to curtail it’s policies
QUESTION: What would throwing Israel out the UN give as additional powers so manage it?
Governments don’t hold up international law and complicit in violations of elements
Q&A
“cover up” we’re seeing here today … are you seeing similar in the US like “Pentagon Papers” ?
Perhaps similar in sense don’t want PEOPLE TO SEE THE TRUTH
An examples US is sanction Francesca Albanese for truth-telling … privelige LIES and sanction TRUTH
Also killing journalists another example of suppressing truth
And MEDIA mainstream integral in allowing complicit Governments to HIDE THE TRUTH
Falk: “the international system has never handled genocide in the right way … “ INCLUDING the holocaust which only became action until Germany attacked its neighbours
3.13 Rami Khayal – Palestinian Youth Movement
Professional Background & Humanitarian Role
Member or representative of Palestinian Youth Movement (PYM), diaspora youth-led advocacy network.
Profile of Principal Organisation
PYM: Mobilizes Palestinian youth globally for rights, campaigns, narrative positioning, anti-normalization.
Advocacy & Public Statements
Likely to present grassroots/diaspora perspectives on UK complicity, cultural/historical dimensions, and calls for solidarity.
✍️ NOTES Rami Khayal:
These guys sounds like direct action - taking action in supply chains
David Lammy made statement in Parliament that what we ship Israel not typically weapons
This is not right - Oct 2023 150K bullets to Israel — most shipments occurred AFTER Sep 2024 Labour Government ban on export munitions to Israel
6 shipments of tanks and parts of vehicles whether or not with weapons shipped to Israel - custom code shows this as under codes not specifically military (“parts / accessories pistols or shotguns”) and aircraft parts F35
majority export licenses were for AIRCRAFT PARTS we’d expect to see number shipments falling -
we’ve seen increase — can’t say specifically aircraft parts - but concerning
we used ISRAELI TAX DATA - we couldn’t use UK DATA
Need FOI for SHIPMENTS EXPORT DATA from TRANSPARENCY GOVERNMENT
CARVE OUT F35 components can no longer be sent DIRECT TO ISREAL —- but we’ve found courier shipments being used after Sep 2024 for small parts F35
Q&A
Parts F35 - we can’t specifically say they’ve gone to Israel due to opaqueness of tracking export licenses
PART 4 - Has Britain filled its legal obligations?
Speaker Profiles
Statement: Medical Aid for Palestine
Asked Jeremy to read out that their organisation is fully registered
They do aid work
Basically against the US listing of them as terror organisation

✍️ NOTES Guillaume Long:
Set up HAGUE GROUP simply to uphold international law with respect to Palestine
JULY 2025 - 31 states attended meeting Colombia - Colombia/South Africa co-chairs of The Hague Group
UK Government invited - but to my knowledge never even responded
Spain did turn up
NORWAY
SLOVENIA
IRELAND
Implement PRACTICAL STATE MEASURES for international law
Enough “condemns”, “is displeased by” language
They had SIX MEASURES (“BOGOTA MEASURES”) that nations could do easily
MEASURE 1 - prevent provision transfer arms & dual-use items to Israel
Turkey stopped munitions
Feb 2024 a court in the Netherlands demanded F35 get stopped (not Executive but a court)
Spain stopped exports
Brazil cancelled deal Elbit start 2025
Chile cut military and defence ties with Israel
2024
UK refused arms embargo
continues issues licenses for export of weapons to Israel
MEASURE 2 - Prevent transit, docking vessels ANY PORT where petrol may be used for ISRAEL
Malaysia put nationwide ban for Malaysian ports
NAMABIA revoked position MV KATHERINE docking as thought explosives carried
SPANISH Govt blocked ship MAY 2024
UK has not barred Israeli bound shipments from ports - vessels continue to pass through
MEASURE 3 - prevents CARRIAGE arms, military fuel, dual-use on vessels bearing countries flags
MALAYSIA Dec 2023 explicitly banned Israel bound ships from operating under its flag
ANTIGUA and BARBUDA - offered ban ships sailing under its flag from going to Israel - said detained and would DEFLAG VESSEL
UK Has offered no DEFLAG MEASURES
MEASURE 4 - review all public contracts to prevent state institutions/funds supporting illegal occupation of Palestinian territory
SPAIN suspends arms authorisation, introduce admin measures across ministries to prevent agencies support occupation
NORWAY Aug 2025 (under pressure from unions admittedly) forced its $2Tr sovereign wealth fund to take out significant investments with ISRAELI INVESTMENTS
It’s terminated all relations with asset managers handling Israeli investments and disinvesting
BELGIUM (coming to next meet NYC) - 12 measures announced this week review procurement policy public contracts
UK July 2023 introduced legislation RESTRICTING public bodies from placing trade restriction Israeli companies - this is what Sir Alan Duncan was furious with Michael Gove in doing as Zionist measure
https://www.bbc.com/news/uk-politics-66086671
CHECK THIS
MEASURE 5 - ensure prosecution international law obligations
DEC 2023 South Africa filed case genocide and won provisional measures Jan 2024
CHILE and MEXICO referred situation Palestine to ICC so prosecutor acted on gravest times
UK has not initiated a SINGLE investigation
MEASURE 6 - support universal jurisdiction mandates to ensure justice
SPAIN July 2025 - opened international investigation attacks humanitarian flotilla going to Gaza
UK not doing its powers to prosecute international law
UK not exercising commitments under international law
Preferences its political advantage and its trade lists
Happy to apply whole range measures to RUSSIA, CHINA, MYANMAR, BELARUS, SYRIA — sanctions, proscribed lists, technology restrictions etc.
4.2 Raz Segal – Genocide Scholar
Professional Background & Humanitarian Role
Israeli-American historian; PhD from Clark University; Associate Professor and Endowed Professor in Modern Genocide Studies at Stockton University. Directs their MA program in Holocaust and Genocide Studies.
Profile of Principal Organisation
Stockton University (Genocide Studies Program): Academic institution offering advanced Holocaust and genocide scholarship, fostering research and discourse on mass atrocities.
On-the-Ground Observations in Gaza
Not based in Gaza; scholarship centers on genocide theory and comparative analysis.
Advocacy & Public Statements
Publicly declared Israel’s assault on Gaza a “textbook case of genocide” in Jewish Currents and on Democracy Now!, citing intent, destruction, and humanitarian deprivation.
His stance provoked controversy, including rescinded job offers, reflecting the political weight of his judgments.
Other Expertise
Offers authoritative legal-historical interpretations on genocide that shape norms around state responsibility, including potentially Britain’s obligations under the Genocide Convention to prevent or punish genocide.

“Textbook case of Genocide” 13 Oct 2023 Jewish Currents
Democracy Now: Losing a job offer. July 2024
Israeli American Jewish scholar Raz Segal about
the University of Minnesota's move to rescind a job offer over his comments early in the war on Gaza, when he characterized the Israeli assault as a "textbook case of genocide."
Segal was set to lead the university's Center for Holocaust and Genocide Studies, but after two board members quit in opposition to Segal's selection and a smear campaign led by the pro-Israel group Jewish Community Relations Council of Minnesota and the Dakotas (JCRC), the school revoked the offer.
Segal says he has been "targeted because of my identity as a Jew who refuses the narrowing down of Jewish identity to Zionism" and calls the JCRC-led opposition a "hateful campaign of lies and distortions" and "crude political intervention."
“This was a completely legitimate hiring process," states Segal. He says rescission of his offer "spells the end of this idea of free inquiry, of academic freedom, of research and teaching — and all in the service, of course, of supporting an extremely violent state."
✍️ NOTES Raz Segal
Consensus that the numbers dead in Gaza totally incorrect - at least double - 120K
The ratio for direct to indirect deaths incorrect - they thinks it’s another 360K dead indirectly
So almost 500K - 20% of the population
If not killed… the impacts last for the rest of their lives
Argument “for it to be genocide it needs to look like holocaust” or “if Israel wanted to genocide it would have killed a lot more”
Lesson of holocaust … LISTEN to those facing a genocide — put their voices front and centre
Palestinians understood right from the beginning Oct 2023 what they were facing… which was one of the most brutal months (immediate retaliation)
Holocaust … the uniqueness of this event suggests a uniqueness on Isreal —-
Holocaust didn’t begin with them trying to kill as many Jews as they could… only later in the war … decision to move to systematic mass murder followed failure of ethnic cleansing (exporting outside of Germany)
Now consider unshamed calls Israeli leaders to remove ALL Palestinians - to Sinai desert in Egypt — forced expatriation to deserts has been done
Israel Military Chiefs more and more issuing genocidal statements openly —- which was enough for ICJ to declare plausible case early on for much milder statements
This was statement KATZ that David Lammy got pissed off over.
This undermines claim that Israel’s attack on Gaza only to free hostages or kill Hamas… it’s a war against the PEOPLE OF GAZA…
HERZOG OCT 2023 said “an entire nation out there is responsible”…
And this is who is coming to UK next week
MYANMAR and ROHINGA another Genocide; GAMBIA raised this at the ICJ … and this statement regarding acts against Chidren raised (and UK Agreed): and look at how these apply to Gaza — What’s different?
UN says 1M kids needs psychosocial health and support
Kids due to suffer acute malnutrition Summer 2026
18,000 kids killed so far… but we know it’s much higher
Attack on Palestinians lives and futures… that began BEFORE Oct 2023 and not just Gaza…. “unchilding”
Evidence is so clear that number of genocide scholars clear on this
INTERNATIONAL ASSOCIATION OF GENOCIDE SCHOLARS the professional organisation in the field - International Association of Genocide Scholars:

- 85% vote to recognise

Resolution answering questions angry about the vote: https://genocidescholars.org/reactions-to-iags-resolution-on-gaza/
the genocide COULD HAVE BEEN STOPPED months ago … could not continue without the western governments
INTENT - “UK Government have said it’s unclear to us what their intentions are”… but shown again again again the intent is very clear
(but David Lammy got pissed off an one point and said Katz’s terminology could be genocidal I thought?)
4.3 Dr Gearóid Ó Cuinn – Director, Global Legal Action Network (GLAN)
Professional Background & Humanitarian Role
Founding Director of GLAN, overseeing international legal actions for human rights enforcement; adjunct lecturer at Irish Centre for Human Rights. Former academic at Lancaster University and visiting fellow at King’s College London.
Profile of Principal Organisation
Global Legal Action Network (GLAN): Non-profit that pursues transnational strategic litigation to hold states and actors accountable for human rights breaches, including recent legal challenges to UK arms exports to Israel.
On-the-Ground Observations in Gaza
Not location-based; GLAN conducts legal-level interventions (e.g., on arms export legality).
Advocacy & Public Statements
Tweeted characterizations of Israel’s intent to destroy civilian life as genocide; criticized UK political leaders (e.g., Keir Starmer) for downplaying occupation/apartheid. GLAN challenged UK government on weapons exports.
Other Expertise
Expert on strategic litigation, transnational accountability mechanisms—key for judging UK breaches of arms export laws, humanitarian law, and complicity.
✍️ NOTES Dr Gearóid Ó Cuinn
With Palestinian partners we challenge decision to permit weapons exports to Israel since Oct 2023
They SUSPENDED export licenses …. except F35 parts … which are sold to global pool for these parts
Saw tactics by the UK Government which has allowed limited arms exports continue AND other links…
suppressed a report on Israeli sniping of civilians
using a deeply incorrect methodology to determine if genocide happening (one we exposed in court)
Their legal action Feb 2024 was rejected: https://www.alhaq.org/advocacy/22794.html
The Government exposed as disingenuous in Parliaments and in Court
Delay tactics … “this is not just moral evasions… tactical delay”…
Avoiding scrutiny, undermining rule of law … legal obligations…. to facilitate co-operation with Israel and avoid scrutiny of that co-operation
Unfortunately it has DEEPENED complicity of UK of genocide
What not done
AUDIT - due diligence to see what forms of communication exist with Israel?
Are we aiding genocide?
Do we have leverage over Israel we could use later?
Government when asked say “ITS FOR COURT TO DO “
IN Court Said “not for COURT to decide … and GOVERNMENT already did assessment”
4.4 Tayab Ali – Director, International Centre for Justice for Palestinians (ICJP)
Professional Background & Humanitarian Role
Solicitor Advocate and leading international lawyer; Head of International Law at Bindmans LLP. Recognized for strategic litigation and universal jurisdiction work.
Profile of Principal Organisation

On-the-Ground Observations in Gaza
Not present on ground; ICJP files legal and policy briefs based on external information.
Advocacy & Public Statements
Advised UK Parliament on UK–Middle East relations; called for legal accountability regarding the Elbit drone if UK-made; petitioned UK Attorney General for arrest warrant for Israeli Minister Gideon Sa’ar.
Advocated against UK’s hypocrisy in not supporting genocide claims.
Other Expertise
Aviation of universal jurisdiction and international criminal liability policy relevant for scrutinizing UK’s legal failures and omissions.

✍️ NOTES
2009 we applied for and got arrest warrant for an IDF person on WAR CRIMES (TZIPI LIVNY)
but then there was a series of protections and political complicity to protect him
politicians changed law to allow AG to provide consent before issuing warrants in future
ICJP is gathering evidence from interviews - 200 video evidence to British legal requirement level
UK as a signatory of the ROME STATUTE has undermined the Court —-
questioned validity of warrants
stood by whilst Karim Khan was sanctioned by US
and the UK banks accounts were frozen …
UK has done nothing
Khan has has ZERO blemishes on his career… and then suddenly this happens
Netanyahu says he has other things that Khan won’t be aware of
Implies clear setup
DAVID CAMERON directly threatened prosecutor (apparently)…
so by not defending prosecutor, questioning warrants and threaten prosecutor … breaking it’s ROME STATUTE
On David Cameron - here is his train crash evidence at the Foreign Select Committee on 9 Jan 2024 in his role as Foreign Secretary avoiding the question of whether he had been given advice on if Israel was committing warcrimes. Smoking gun if ever there was one:
WAR CRIMES BEING COMMITTED?
If you know this then you should take action
LUSH RECENTLY determined wars crimes were being done in Gaza … and closed stores for a day
I suggest UK Government hire their lawyers as to date their lawyers haven’t done this—
UK cannot remain neutral or passive
This failure is a CHOICE
Clear failure of POLITICAL WILL
They ACTED DIFFERENTLY in case UKRAINE
Palestine armed aggressor, shielded accountability and blocked inquiry…
When Corbyn tried to introduce bill … they chose to shoot it down
Reduces GENOCIDE LEGISLATION to INSTRUMENT OF CONVENIENCE
And even for a BRITISH CITIZEN murdered — not helping inquiry
Complicity in GENOCIDE CANNOT BE FORGOTTEN muse be prosectuiried
Should have
did TOTAL ARMS EMBARGO on plausible genocide
ended all INTELLIGENCE FLIGHTS and coop Israel unless used for war crimes
end military links ISRAEL all its entirety - inc training
suspend FREE TRADE AGREEMENT and ban all services and goods with Israel
regulate and investigate charities complicit in sending funds to Israel and supporting the IDF
issued wide reaching targeted sanctions against Israeli members political and military establishment who attacked Gaza
prevent UK citizens join IDF in line counter terror war crimes legislation
invest and prosecute those served in IDF or occupied
they are preparing a case to bring individual private arrest warrants for these individuals
defined independence ICC prosecutor condemn sanctions against him and his family offering financial and other support for him (UK Banks not closing on him)
support UNGA and UNSC processes to support ICJ measures and have Israel penalised
expand humanitarian support. Gaza inc UNRWA funds
led international efforts enforce accountability push exec ICC warrants and encourage other states to execute warrants
Instead
Britain has DONE EXACTLY THE OPPOSITE
They have NOT met their legal requirements
They have BREACHED THEM
They have been ENABLERS, COMPLICIT and even PARTICIPANT in the actual genocide
ICJP also launched Global 195 - for accountability mechanisms

CONCLUDING STATEMENTS
Professor Neve Gordon, School of Law, Queen Mary, University of London
Mass assassination of civilians
Systematic attacks on Palestinian healthcare systems
Horrific testimony from doctors treating children - without painkillers, or medical equipment
Cancer, dialysis patients dying - no treatment
Famine - Israel deprives people of items for survival
Babies die - Israel prevents entry of formula
Wounds, injuries for hungry civilians lining up gates GHF and shot
Men aged 15-70 considered killable no matter who they are
Healthcare professionals targeted
Journalists targeted
Israeli military classify Gaza Strip 86% as “combat zone” … rest are “humanitarian zone” … yet many killed on way to or within zones
Many civilians displaced … many more than 10
There is no safe space in Gaza
Destroyed almost every school practically all universities
Children denied access education
Biosphere of genocide Israel creating … much more extensive than is currently known —- how it will effect Gaza Strip decades if not generations to come
Lawyers, experts - how Israel violated law - principles DISTINCTION and PROPORTIONALITY
Attacking MEDICAL FACILITIES
Occupation ILLEGAL not just conduct within it
UK Government line of defence “Israel’s intention not clear … so not obvious military violated international law” - BULLSHIT
Intentions can not just be deduced from statement - but from patterns of actions - and these are very clear (and if ICJ did this JANUARY 2024 …. surely now… beyond doubt)
ACTION - is that christian zionist woman in charge ICJ..?
Genocide experts —- actions meet genocide, no doubt in genocide community only partisan supporters thinking otherwise today
ISRAEL is changing the conversation to a RACE WAR in UK / AUSTRALIA against the “towel heads” that have been protesting … because they are LOSING—- breaking social cohesion
Support FLIGHTS MILITARY BASES IN CYPRUS
Politics of DECEPTION taken over UK Government in handling of Israel
Produced through CIRCULATION misleading info, half truths, disingenuous information - lies to cover up crime
Pushed through ISRAELI and UK intelligence community - through different lobbying groups and politicians working at their behest
Confident truth will be revealed
Dr. Shahd Hammouri - School of Law, University of Kent
teach students critical introduction too law — how does atrocity happen and what is your job as lawyer to stop it?
stop dehumanising people, profit , military supremacy over basic humanity
students think it was in the past .. UK in India or Kenya, Germany in Namibia, Belgians Congo, Australians to Aborginals, US to American Indians…. all think that this is in the past.
amazed students come in and had no clue … called COLONIAL ERASURE —- normalisation of this
affirmed
UK Government has capacity to understand
Has intelligence flights - and can see what is happening in Gaza
They have taken “acrobatics” to avoid scrutiny
Delay, intimidation, contradiction of statements
Civil Servants under intimidation - condemned if they speak …
And supply arms and support all the way
Basic history teaches us the truth of atrocity WILL COME - the UK Government seems to have forgotten this?
Jeremy Corbyn, MP, Founder of Peace and Justice Project (PJP)
29 witnesses last two days
Revealed hidden truth on so many things told by mainstream media and our Government
We will AMPLIFY that truth
I think that Nelson Mandela sums up this situation of hypocrisy over Israel perfectly in his first interview in the US shortly after his release in 1990.
“a man who changes his principles based on whom he is dealing - that is not a man who can lead a nation”
International law is international law. There IS not Israeli exceptionalism.
Next Steps
Produce a report for the UK Parliament
Template report on complicity of a Government - can be applied to ANY Government globally
What I’d like to see next steps
Pro-Israel interference Tribunal
How lobby groups have infiltrated and pushed Government
How this differs from other countries and what they do or other issue lobbyists
other than leveraging genocide
